In acknowledging the receipt of His Excellency's Despatch of the 5th instant, touching some persons who trespassed upon the territory of Heungshun, at the village called Loongtini,

I have to express my extreme regret that foreigners should have been so thoughtless as to act in a manner contrary to the Treaty. It is satisfactory to find that they committed no act of injury to the inhabitants on whom they trespassed, and returned quietly on board. But there are many foreigners in the Harbor of Hongkong besides English; there is, amongst the rest, a large American ship of war; and the difficulty of proving that the foreigners in question were English, His Excellency, Ching, Peking...
